PARLIAMENT.
YESTERDAY’S BUSINESS. THE LEGISLATIVE COUNCIL. By Telegraph.—Press Association. Wellington, Last Night. The Legislative Council met at 2.30 p.m. Sir Francis Bell moved the second reading of the Government Railways Amendment Bill.
The Hon. O. Samuel referred to clause 7, which states that every Order-in-Councilj issued under section '6B of the principal Act shall come into force on a specified date, whether before or after the date of such order. He objected to retrospective power being given to the Governor-General.
The Bill was read a second time and put through committee, with the exception of clause 7, which Sit Francis Bell held over for consideration.
Later the Bill was recommitted. Sir Francis Bell explained that clause 7 was necessary to meet cases where it is not possible or convenient to publish immediately after negotiations the order notifying a change in the condition of railwaymen. The Bill was passed. The Washing-up Bill was put through committee and passed.
