In the House of Representatives, Mr. Oockrane introduced a resolution declaring that the size of the military and naval establishment of the United States can be limited only by Congress ano that the Limitation Treaty is an invasion ana breach of Congressional rights. Congressmen, commenting on the resolution, declare that Mr. Cochrane is legally right.
