A telegram from Moscow’ states that Lenin, at a meeting lof the Central Executive, proposed an army reduction of 50 per cent., with a view to meeting American wishes. Trotsky strongly opposed the proposal, declaring that the Genoa Conference was only a trap, and that if Russia disarmed she would be immediately attacked.

Lenin’s proposal was rejected, and a resolution adopted that the political situation does not allow of one-sided disarmament of Russia, which was threatened on all frontiers. —Aus.-N.Z. Cable Assn.
