PREPARING THE DETAILS. MINOR ALTERATIONS. By Telegraph.—Press Assn.—Copyright. Received Jan. 12, 8.5 p.m. Washington, Jan. 10.. Alterations are foreshadowed in the preliminary draft of the Naval Treaty. Appendices dealing with scrapping and other details are now incorporated in the preamble adopted, thus lengthening the treaty. Besides the question of fortifications there was discussion in respect to the arming of aeroplane carriers on various points, none of which were cept in definition. The heads of the delegations worked ail day on the Naval Treaty, an'’ progress was satisfactory. The discussion brought no divergenebs of opinion. It is necessary to go slow and examine every line and to refer some matters to the respective Governments.
