Cabinet accepts the submarine resolution, and has also decided that in view of the Chinese financial situation and the fact that the interest on debts is already overdue and unpaid, -Japan cannot concede the transfer of the Shantung railway on the promise to pay, or on payment in cash which is owed elsewhere? Japan secedes to China’s desires to modify the loan terms to 12 years. ■Peking reports state that the China Government’s new counter-proposals are much more modified but' are not yet acceptable. China agrees to the dismantling of the Vladivostok fortifications, but continues to insist on the Japanese withdrawal from Saghalien and refuses navigation rights on the Amur. Japan states that the Saghalien withdrawal, without settlement for the Nikolaievsk massacre, is impossible.— Reuter.
