ALLEGED FRANCXI-CHINESE CONCERT. By Telegraph.—Press Assn.—Copyrigtt. Washington, Jan. 2. Representatives of the China Republic and Siberia made an effort to get the attention of the Conference by publishing a series of documents alleging that France and Japan had agreed on a common policy in the Far East providing for the setting up of a Conservative Russian Government under the control of the Japanese, consigning to Japan all

the economic concessions in Siberia on the undertaking that French interests be taken into consideration. Both the Japanese and French delegates discredit the documents entirely, branding them as malicious fabrications.

CHINA’S DEMANDS. TO BE DISCUSSED. Washington, Jan. 2. M. Hanihara reiterated to-night the Japanese contention that neither Shantung nor China’s 21 demands was a proper subject for discussion by the Conference, which agrees with that view. According to present indications tariff autonomy has been relegated to a commission. so that China’s three main demands wil] not be settled, unless by direct negotiations between the two nations, which Japan contends is the correct course. . It is understood the American advisers accepted that view and advised the Chinese delegation accordingly, but the latter is determined to have them brought up in the full Conference for the purpose of putting them on record. The Chinese theory is that Japan came to Washington resigned to making concessions in Shantung and nowhere else, therefore her representatives are delaying finality in the negotiations with a view yo not being called upon to make further concessions owing to the termination of the Conference.
