The committee of experts on aircraft are ready with their report, which is not encouraging. They find that it is not feasible for five Powers to lay down rules of .war respecting the use of aeroplanes, and the matter will best be considered at a wider conference. They are unable to make recommendations regarding the number of aeroplanes Which any nation should have for military use, because it is impossible to limit the number in peace time of aeroplanes which could easily be converted into war machines.
