THE NEW CABINET. By Telegraph.—Press Assn.—Copyright. New York, Dec. 27. The Peking correspondent of the Philadelphia Ledger says that Laing Shi has succeeded in forming a Cabinet embracing three of the most important North China factions, but not including Canton. It will be the strongest Government in China for many years, but will not truly represent a unitel China, and will be held together mainly by force and trust to Liang’s ability to improve China’s financial conditions. The three factions are Chang Tsw Lin, Chiao Tung and Tso Kun and General Wu Fu, who have united. INFLUENCE ON CONFERENCE. Received Dec. 28. 8.15 p.m. Washington. Dec. 28. The retention of Yen. Minister for Foreign Affairs, in the Chinese Cabinet, will, it is believed, have an important bearing on the Conference, as he is technically a member of the delegation, having been actually chosen, but he was compelled remain in China for political reasons. —Special to Aus.
