A NINE-POWER TREATY. SETTLEMENT PROGRESSING. By Telegraph.—Press Assn.—Copyrigtt. Received Dec. 19, 7.55 p.m. Washington, Dec. 18. Work in connection with the Nine-Power Treaty, dealing with a general settlement of Far Eastern affairs on the basis of the Root principles, is said to be progressing. In the preliminary draft provision is made for the appointment of various commissions, but the treaty does not deal with )'4anchuria, so Japan does not get what she hoped for—that is, recognition by the Powers of her special position in Manchuria—while China fails also to secure a conference dealing with the matter.
