ECONOMIC PROBLEMS.
PLEA FOR A CONFERENCE. INFLUENCE ON PEACE TREATIES. By Telegraph.—Press Assn. —Copyrigl t. Received Dec. 12, 8.50 p.m. New York, Dec. 11. The New York Times’ correspondent at Washington states that the general committee on the limitation of armaments, an official bqdy headed by the ex-Ambassador to Turkey (Mr. Strauss), and including Mr. Samuel Gompers and other prominent public men, passed a resolution asking the United States and other nations to immediately call an international economic conference. It pointed out that while the limitation of armaments and a settlement of Pacific problems were highly desirable, the solutions would prove futile unless the danger ci uh existing economic problems were solved. A proposed unofficial international financial conference was not sufficient, since we have no authority to deal with the most vital questions, such as the stabilisation of exchange and adjustments promoting economic growth and stability. MARSHAL FOCH’S VIEWS. New York, Dec. 10. Marshal Foch, interviewed at Omaha, said the uncertainty which existed on all sides was caused by the lack of confidence in certain Governments. This foraged a barrier to the extension of credit. Specialists from the different Allied countries should be called as soon as possible. It was necessary to act quickly; if not there might be grave danger of social disturbances which generally followed economic disorder. The victorious nations should convene and settle their own problems, employing a commission of economic experts to make recommendations for curing the financial and industrial disorders. The Allies should then determine what Germany could pay, and let France deal with her in a just and helpful spirit, so that she could pay the Allies. The Central Powers and the newlycreated States, after economic order was restored, could begin by peaceful co-opera-tion to restore order in Russia.
