POINTS AT ISSUE DISCUSSED. By Telegraph.—ppt-ss Assn—Copyright. Washington, Dec. 7. Official: Dr. Wellington Koo has issued a statement in reply to Mr. Hanihara. He says China cannot be expected to subscribe to Mr. Haniharas declaration that Japan succeeded Germny in the leasehold of Kiaochau under the Versailles Treaty. It is gratifying to note the reference that Japan obtained the leased territory from other Powers at considerable sacrifice of blood and treasure, because it confirms the Chinese delegation’s view that the maintenance of foreign leased territories jeopardises the peace in the Far East. Referring to Manchuria Mr. Koo says this is an important part of Chinese tei-ritory, because it is the historic road of the invasion of China, also the economic life of the Chinese people depends in a vital measure on Manchuria’s natural and agricultural resources and it is an important outlet for China’s surplus population. The interests of no other foreign Power can compare with those of China in Manchuria. As to Kowloon there is much to be said tor the importance of ISongkong in the trading world but, while it is necessary to provide for * the’ protection of such trade, the rentention of Kowloon may not necessarily be the sole solution. Mr. Sze denied rumors regarding dissension among the. Chinese delegates. He suggested that the resignation of the advisers reported was because they were not wanted here longer than the military and naval officers who were not likely- to be concerned in this Conference. Official: The Cliinese and Japanese to-day discussed the question of the restitution to China of public properties at Tsingtao. Substantial progress has been made and the discussion will be continued to-morrow. A proposal by the Chinese delegation | that China’s rights as a neutral be fully respected in future wars to which she was not a party was unanimously adopted after Ml. Wang had pointed out that these rights in the past had been grievously disregarded instancing the Russo-Japanese war, also the ousting of the Germans from Tsinglau,
