President Harding sent the Budget to Congress accompanied by a message expressing belief that the i nited States would expend over SOO million dollars on the army and navy during, the year ending June, 1923. The President asked for an appropriation of s > million dollars to continue the 1910 naval building programme; this is to l>e scrapped if other nations adopt Mr. Hughes’ plan.
