Fourteen maritime nations were represented at the inaugural meeting of the London International Shipping Conference. Sir Owen Phillips, presiding, declared that the shipping situation made the practical co-operation of ship-own-ers all over the world inevitable. He instanced the superabundance of vessels, which exceeded the demand of the world for several years. He advocated that the older and also new inferior vessels should be dismantled. If the countries represented abolished half the artificial restrictions a greater number of steamers would be employed. Sir Owen Phillips explained that it was the first gathering of the kind, its purpose being to follow up the work of the international law association committee, the maritime international London convention, 1914, and the Hague rules, 1921, more particularly with refence to deck cargoes, load lines and shipowners’ liability.
