Tt is not often that a private citizen takes the law into his own* hands and arrests another man whom he believes to have been breaking the law, and it is not generally known that it is permissible to do so when the citizen is an eye-witness of an illegal act. On ■Sunday a man was arrested by a Palmerston North citizen and taken to the 1 jolice station.
