PROBLEM OF CHINA. HELP FROM THE POWERS, THE PROPOSED POLICY. (From the Special Representative of the Australian Press Assn.) Received Nov. 22, 10.50 p.m. Washington, Nov. 21. Official: The Committee on Far Eastern questions this afternoon discussed a series of resolutions prepared for their consideration by Senator Root, setting forth general principles tc guide the committee. After a full discussion an amendment was adopted as follows: “It is the firm intention of the Powers attending this conference, (1) to respect the sovereignty, independence, territorial and administrative integrity of China; (2) to provide the fullest ami most unembarrassed opportunity for China to develop and maintain for herself an effective and stable Government; (3) to use their influence for the purpose of effectually establishing and maintaining the principle of equal opportunity for the commerce and industry of all nations throughout the territory of China; (4) to refrain from taking advantage of the present conditions in order to seek special rights and privileges which would abridge the rights of subjects and citizens of friendly States, and from countenancing action inimical to the security of such States.”
