POSITION OF ULSTER. GOVERNMENT’S REPLY, NO NEW PLAN. By Telegraph.—Press Assn.—Copyright. London, Nov. 15. It is believed the Government reply to Ulster contains no fresh proposals, but reaffirms the Government’s plan for a settlement, and intimates that Ulster’s counter-proposals are not acceptable to either party to the conference. Mr. Andrews, Ulster .Minister of v Labor, interviewed in Belfast, said the Coalition Cabinet had attempted a disgraceful betrayal of Ulster. Referring to the suggestion that Ulster should agree to an All Ireland Parliament with Dominion powers, Mr. Andrews said: “We informed the Imperial Government that we were not prepared to admit the ascendancy of any Parliament except the Imperial Parliament over ours or to agree to the transference of the reserved services to the All Ireland Parliament, which would be under the control of those who boast that they are the Empire’s enemies.

“Sir James Craig and hie colleagues pointed out in the clearest way that any discussion on this basis would prove fruitless. We accepted our own Parliament in the interests of peace, as a compromise and as a final settlement, ft is for your opponents to accept theirs in the same spirit.” The British representatives at the Irish Conference heard Lord Midleton and six other southern Irish Unionists. It is understood Lord Midleton sought the interview, which lasted an hour and a half. No statement was issued. The people of Ulster are organising a monster loyalist demonstration in Belfast on Wednesday on the day of the Unionist Conference at Liverpool.
