DOMINIONS’ STATUS.
RIDICULED BY HERTZOG. “A HOLLOW SHAM.” By Telerraph.—Fre«s Asia —Copyrlfnt. Capetown, Nov. 12. Addressing his constituents at Smithfield, Mr. Hertzog ridiculed General Smuts’ theory that the higher status of the Dominions meant that while the Union does not possess an independent state of individuality but solely as part of the Empire, internationally the Union has the right to be regarded as possessing an individual free national status. It m no wonder that America refused to acknowledge such a hybrid status. Her refusal to invite the Dominion to Washington showed that the higher status was a hollow sham and was due to the knowledge that the Dominions were subservient to the so-called Empire. General Smuts could at any time obtain America’s acknowledgement if, using the right he possessed, he made a declaration on the authority of the people and the King, informing the world that it was their will to be a separate nation and State. He could thus obtain acknowledgment of the free status, even without going to the extreme of secession from the Crown. To-day they were in the same state of subserviency as in wio.
