ANOTHER BIG DROP. f - By Telegraph.—Press Assn—Copyright. ' London, Nov. 2. Exchange in Berlin is quoted at 760 marks to £l. Paris, Nov. 2. Political circles are gravely preoccupied over the collapse of the mark (now quoted at 760 to £l.) They believe that Germany is shamming sick and rushing to apparent bankruptcy in the hope of evading the payment of the second milliard of gold marks, which is due at the end of the year. The view is authoritatively expressed that the Allies should, in the event of an application for the postponement of the payment, establish in Berlin a commission on the German debt to take over the Customs and control State monopolies. The French attach importance to the discussion of possibilities, believing it will induce Germany to set her house in order.
