PAYMENT TO AMERICA. By Telegraph.—Press Assn.—Copyright. Received Nov. 4, 9.10 p.m. Washington, Nov. 3 The Secretary of State (Mr. C. E. Hughes) states that the German Finance Minister has submitted a new proposal concerning the payment of reparations to Mr. A. Mellon (Secretary of the Treasury), and Mr. H. C. Hoover (Secretary of Commerce). The State Department afterwards conferred with Federal Reserve Bank officials. The State Department is withholding details, but it is understood the plan would strengthen the German mark and satisfy the Allies.—Aus.-N.Z. Cable
