THE ATTITUDE OF AMERICA. NEW COMPACT PROPOSED. By Telegraph—Press Association. Tokio, Nov. 1. Newspapers are commenting on the reports that the United States would urge the abrogation of the Anglo-Jap-anese Alliance as a preliminary to the limitation of armaments. _ The newspapers editorially point out that the Japanese Government will not necessarily insist on the maintenance of the alliance, which in its present form is highly discouraging and incompatible with the spirit of the Washington Convention. Japan is prepared to accept an Anglo-American-Japanese compact and to fall back upon the Anglo-Japafi-ese Alliance only if the conference results neither in a triple entente nor in the limitation of armaments.
