STATE PREMIERS IN AGREEMENT. ONE POLICY FOR AUSTRALIA. By Telegraph.—Press Assn.-*— Copyright. Melbourne, Nov. 3. Mr. Hughes has arinounced that he has succeeded in getting the State Premiers to accept his view that there should be a broad policy of immigration for the Commonwealth, with adequate financial backing, the Commonwealth to act as sole borrower for this purpose, and to receive guarantees from the States that moneys borrowed shall not be diverted to other purposes.
