FIRES IN PETROGRAD. MOSCOW OVERCROWDED. By Telegraph.—Press Assn—Copyright. London, Oct. 28. Copenhagen confirms the rumors that the Soviet is seeking a reconciliation with the Menseheviks, whose leader Jias been invited to Moscow to undertake negotiations. Many fires are occurring in Petrograd, for which the Bolsheviks blame the coun-ter-revolutionaries. Moscow is so overcrowded that 1.000,000 persons are living in 169,000 rooms, mostly dilapidated.
