PANEL ENVELOPES. By Telegraph.—Press Asan. —CopyrlghL Wellington, Oct. 22. In reference to the cable stating that the Commonwealth Government, in pursuance of the regulations made at the last Postal Convention, had decided that correspondence could not be accepted in envelopes with a transparent panel, the Postmaster-General says the regulation does not prohibit such panels, though it does prohibit envelopes transparent or with an aperture in tnem. In New Zealand experience shows that much time is lost owing to the addresses beneath the transparent panels being too faint or altogether invisible through faulty folding. After this year envelopes with defective panels will not be accepted.
