EVENTFUL INDEPENDENCE. A PLEDGE GF HONOR. London, Oct. 9. A. message from Manila states that the Acting-Governor, Mr. Yeater, declared at a farewell banquet that the United States’ promise to grant sovereign independence to the Philippines was written in honor.

“It must not be‘'erased,” he said, “or the dishonor would stain the nation’s fame for ever, and deserve tne same opprobrium which was Germany’s lot tor breaking faith with Belgium.” Mr. Yeater' denounced tne irresponsible proposals to perpetuate Amer can sovereignty. Political reforms ensuring the permanent stability of the Philippines might take years to accomplish, but the United States would honor its sacred promise when conditions justified it.
