OPEN DOOR IN FAR EAST. FORMAL TREATY PROPOSED. By Telegraph.—Press Assn —Copyright. Washington, Oct. 14. It is learned on good authority that a. solemn engagement between the world Powers, guaranteeing far all time the open door in the Far East, will be worked out by the Washington Conference, taking the form of a formal treaty, the main provisions of which would guarantee equal commercial opportunity for all nations in China, recogn’isiing China’s territorial and administrative integrity. The treaty will be widened, to include Siberia. GENERAL SMUTS NOT TO GO. Received Oct. 15, 5.5 p.m. Capetown, Oct. 14. It. is definitely stated that General Smuts will not go to the Washington Conference. —Aus.-N.Z. Cable Assn. AUSTRALASIA’S DELEGATES. SATISFACTION AT WASHINGTON, Washington, Oct 13. In reference to the appointment of New Zealand and Australian delegates to the armament conference there is a feeling of satisfaction manifested here and their reception will be of the warmest. Nowhere in America is Australia's position better understood than in official quarters at Washington, and while Mr. G. F. Pearce (the Australian delegate) and Sir John Salmond (New Zealand) are not personally widely known, it is pointed out that in the case of Mr. Pearce he is a man who nominally oc copied a position supervising Australia’s defence and is particularly suitable to participate in a discussion respecting the limitation of armaments. —Aus.N.Z.
