There are indications that the independence of the Philippines will enter into the discussion at the Washington Conference. On the Japanese viewpoint on this question hangs the fate of American fortifications and naval bases at Guam, Hawaii and the Philippines. In return for the abandonment of these by the United States Japan would propose the suspension of certain f&panese Pacific fortifications.
