A British court-martial heard an extraordinary case of a young Armenian, Torlakian. charged with having murdered Djiananchir. formerly Minister of the Interior, in Azerbaijan. When arreeted Torlakian said he acted in revenge for the death of his father, brother, sister, wife and children, who were murdered before his eyes at Baku, when the Armenians were massacred by Djiananchir ’a orders for three days. Many witnesses stated that the Tur-co-Tartar Government organised the massacre. The strangest feature of the trial was the speech for the defence, which boldly stated that the Orient is the region of officially organised massacres. When the Governments are confronted with racial differences they settle them by cipher messages to officials instructing them that, massacres begin at a certain hour.

This monstrous policy was carried out officially at Baku in the accomplishment of the’ Pan-Islamic —Panturanian programme. The defence did not deny the xime, but pleaded justification.
