An interesting debate arose at the meeting of the League of Nations upon a proposal to amend article 18 of the covenant in order that no international treaty should be binding until registered and published by the Secretariat of the League. The discussion revealed many difficult cases, and considerable difficulty in embodying the proposal in legal phraseology which would cover an infinite variety of cases. After Mr. Baliout had explained the situation the assembly agreed to adjourn further consideration of the matter to the third assembly.—Aus.-N.Z. Cable Assn.
