The Chinese Foreign Office has sent Notes to the American and Japanese Legations, stating that the agreements *>etween the United States and Japan relative to the future status of Yap, as reported in the Press dispatches, constitute a violation of China’s sovereignty. The Note maintains that such agreement cannot authorise Japan to lay a cable between Shanghai and Yap unless China's consent is secured, on the ground that Germany’s rights to the cable elapsed when China declared war and Germany was not succeeded by any gther Power.
