It is understood China’s reply to Japan regarding the Shantung proposals, while declining to enter into negotiations under Japan’s terms, will contain counterproposals which, if accepted, may serve as a basis for negotiations. It is thought the principal feature of the counter-proposals will be the consignment of the Kiaochau —Tsingtao railway and the mining districts to a consortium, and the creation of Tsingtao as an international settlement under Chinese control, customs being administered similar to other open ports.
