Speaking at Essen Herr vo> Simone, a former Chancellor, stated that every impartial observer recognised that the payments demanded by the Allies could not be made. Germany was not in a position to supply coin in the sums demanded, even, for one year. The only way to settle monetary matters seemed to be by the granting of a long term of credits, for which Germany looked to America, but there the situation had changed. Herr Simone advocated international conferences to settle the problems of exchange and raw material.
