AMERICA RECOGNISES MANDATE. JAPAN’S CONCESSIONS. 1 By Telegraph.—-Press Assn.—Copyright 1 New York, Sept. 23. The Chicago Tribune’s Tokio correspondent states that the Hughes-Shide-hara agreement in connection with the > Yap negotiations, which Cabinet is conl sidering, and which the latter will pro- . bably approve, is reported to provide for American recognition of the Japanese mandate over the island, the American i ownership of the Guam cable, the Amer- ; ican right to erect a wireless station on Yap, and the joint use of other cables. Japan concedes to America privileges equal to those accorded other Allied i Powers respecting trading, shipping, and missionary activities.
