BAYLY SCHOLARSHIP.

REVISED CONDITIONS.

ATHLETIC AND SCHOLASTIC, The Taranaki Rugby Union has issued the revised conditions under which the Alf, Bayly Memorial Scholarship is in future to be competed for. The scoiastic requirement now is a proficiency certificate, so that all the competition will lie in the athletic events. Formerly candidates took the Junior National Scholarship examination and the marks gained in the athletic events, the marks gained in it were added to those gained in the athletic events. This sometimes meant that the scholarship could be gained by a brilliant student, who had not the athletic ability desirable, considering the fact that the scholarship was founded In memory of one of Taranaki’s greatest Rugby footballers. The conditions have been revised with a view to securing a happy medium in the combination of physical and mental attainments. The conditions are as follow:

(1) The scholarship shall be awarded annually and shall be open to all boys resident in the Taranaki Provincial District under the age of fourteen years on the first day of December in the year in which the competition is to be held. Throughout the year of competition, commencing with the first of January previous to the date of the athletic competition, the candidate must have resided in the Taranaki Provincial District, and must have been under regular instruction (as defined by the Education Act, 1934) at some public or other registered school therein. The scholarship shall be awarded on the result of an athletic competition. (2) Candidates for the scholarship must have gained the proficiency certificate of the New Zealand Education Department, but a candidate’s entry will be accepted if, in the event of his having sat for the proficiency examination prior to December 1, the result of his examination has not been published. In the latter case failure to qualify will debar the candidate from any success he may have achieved in the athletic competition. (3) No application from any candidate shall be accepted unless it is accompanied by a satisfactory certificate of personal worth and good behavior and signed by the headmaster of the school attended. Provided that in special cases where a certificate in this form is found impracticable the Taranaki Rugby Union shall be at liberty to accept such other evidence of good character and conduct as in its discretion it may deem to be a satisfactory equivalent.' In addition satisfactory evidence of age must be furnished by the successful candidate before he can i enter upon his scholarship. (4) Applications from candidates must be posted to reach the secretary of the Taranaki Education Board not later than the first day in November in each year. (5) The athletic competition shall be held at a time and place appointed by the Taranaki Rugby Union, and shall be governed by officials appointed by the ° union. The following are the events: — 1. 100 Yards. 2. 440 Yards. 3. High Jump. 4. Long Jump. 5. Drop Kick. G. Punt. 7. Place Kick. Three attempts from each of three angles. 8. Dribbling, 50 yards. Five posts 10 yards apart. Competitor to dribble ball alternately to the left and right of each successive post. (G) The sports shall be held every year on the second Thursday in DecernThe' scholarship shall be of the value of ten pounds ( £10) per annum, tenable for two years at a High School or District High School in New Zealand, and will be recognised by the Minister of Education as a qualification for a Junior Free Place subject to the conditions regulating free places, and the tenure of the scholarship shall be subject, to like conditions. The scholarship money shall be. paid in instalments at the end of each quarter or term by the Taranaki Rugby Union. (8) The winner of the scholarship shall be presented by the Taranaki Rugby Union with a gold medal.
