Since the conclusion of the Anglo-Russian trade agreement the British Government has loyally kept its pledge to abstain from offensive action against the Russian Soviet Government, but the latter, immediately after the signature, started an intensified campaign of falsehood and hostility against Britain through Central Asia and Afghanistan. The British Government possesses convincing proof of such campaign, and is resolved not to tolerate it. They have despatched to Moscow a strong Note calling attention to the serious breaches of faith, and demanding an explanation. Advices from Riga state that a food train en route to Russia was derailed just outside the Latvian frontier. Twelve waggons of condensed milk, flour and meat were completely destroyed. It is suspected the train was derailed so that it might be looted.
