THE SHANTUNG PROBLEM. SETTLEMENT PROPOSALS. OFFER TO CHINA. By Telegraph.—Press Assn.—Copyright, Received Sept. 17, 5.5 p.m. Washington, Sept. 16. The Japanese Embassy has published Japan’s Shantung proposals, which have been submitted to China. The principal provisions are: (1) The leasehold Kiao Chau rights, originally granted to Germany over a 50kilometre zone round Kiao Chau Bay, shall be restored to China.
(2) Japan will abandon her plans for a Japanese exclusive settlement or an international settlement at Tsingtau, provided China opens the leased territory of Kiao Chau as a free trade port and permits nationals of all foreign countries to reside there and carry on commerce; China shall also open the Shantung province for residence and trade to all foreign nationals. (3) The Kiao Chau—Tsingtau railway and all mines appertaining thereto shall be worked by joint Chinese and Japanese enterprise. (4) Japan will renounce all preferential rights for the supply of personal capital and material stipulated in the Chino—German treaty of 1898. Received Sept. 17, 5.5 p.m. Tokio, Sept. 16.
It is authoritatively intimated that if China declines Japan’s proposal regarding the return of Shantung Japan may refuse to discuss the Shantung question at the Washington conference.—Aus.-N.Z. Cable Assn.
YAP CONTROVERSY. A COMPROMISE PROPOSAL. Received Sept. 18, 5.5 p.m. Washington, Sept. 17. It is understood that the American Government has submitted, a new proposal to Japan for the settlement of the Yap question. The move is in response to a compromise proposal made by Japan some time ago, and is concurrent with an informal agreement between Mr. C. E. Hughes and M. Shidehara on the principles of a settlement based on Japan’s willingness to recognise the rights of America and other nations to the use of Yap as a cable lauding. —Aus.-N.Z. Cable Assn.
