Tokio, Sept. 5.
In view of the Washington Conference, the Press is discussing naval defence. A well informed quarter thinks that Japan should be content with a fleet in a ratio of two to America’s three and Britain’s four.
This calculation depends upon American intentions respecting the Guiuan and Manila fortifications. These would entirely alter the position, practically giving America an equal footing in the Far East.—Times Service.
