DISCUSSION ON ARTICLE TEN. BY AMENDMENTS’ COMMISSION. ALTERATIONS IN MANDATES. By Telegraph.—Press Assn.-—Copyright. Received. September 4, 5.5 p.m. Geneva, September 3. The Amendments’ Commission discussed Canada’s proposal to eliminate article ten. The supporters of the suppression contended that the article duplicated articles sixteen and seventeen. The majority of the commission opposed this view. The French delegate urged that changes in the Covenant <should only be made in collaboration with the United States. Finally, a subcommission was deputed to report on the interpretation of the clause. Representatives of Britain, France and Italy reported to the council the receipt of a Note from tJie United States regarding the mandates. The council considered the Note constituted an important advance in the negotiations between the principal Allied Powers and the United States, and invited the Powers to speed up the negotiations. The Note, while admitting that the terms of. the mandates were for the most part acceptable, suggested certain alterations. At the same time the Note interprets America’s attitude in such a way as still to raise some diffi-culty.—Aus.-N.Z. Cable Assn.
AMERICAN INTERESTS. UNDER THE MANDATES. REQUEST FOR PROTECTION. OPEN DOOR POLICY. Received September 4, 5.5 p.m. Washington, September 3. The United States has sent identical Notes to France, Britain, Japan and Italy to protect American interests in connection with the mandates over former German territory. It is understood that the United States has asked. to change the form of the mandates, providing for an open door and equality of commercial opportunity.
President Harding, in* a letter written .on the occasion of the dedication of the peace portal erected on the boundary of Canada and the United States, expressed his hope of a hundred years of peace between thd two countries, which would prove tui exfunple to the whole of the world. —Aus.-N.Z.
