The League of Nations Council has approved of the International Blockade Commission’s proposal that a decision to apply the sanctions of blockade to any nation declaring war may henceforth be taken on a bare majority. — Aus.-N.Z. Italy has nominated Mr. John Bassett Moore for membership of the International Court of Justice, because they would like' to see America 'represented on the tribunal.—Aus.-N.Z. Cable Assn. MR. ROOT DECLINES OFFICE. Washington, Sept. 2. Mr. Elihu Pvoot has declined membership of the International Court under the League of Nations on account of advanced age. He is 76. Italy, France, China, Brazil, Bolivia and Uruguay nominated him.—Aus.-N.Z. Cable Assn. * AUSTRALIA’S SENIOR DELEGATE. Melbourne, Sept. 3. In the Senate. Mr, Millen announced that Mr. Bruce, member of the House of Representatives, would be senior delegate for ‘Australia at Geneva.
