SOVIET GUARANTEES. FOREIGN CREDITS PLAN. By Telegraph.—-Press Assn. 2 —Copyright. Received September 2, 10.45 p.m. London, September 2. Mr Nansen has arrived in London, bringing guarantees from the Soviet at Moscow relating to the distribution of food, and also the text of an agreement for opening foreign credits to Russia, beginning with £10,000,000. The latter is being submitted to the British and French Governments, and ultimately will be sent for the consideration of the League of Nations.—Times Service. MOSCOW INTERNATIONAL. STRANGE VIEWS PUT FORWARD. Helsingfors, Sept. 1. The executive of the Third International has issued a proclamation to the workers of all countries, asserting that the declaration that capitalist Governments are offering to support starving Russia for humanitarian reasons is a
lie; on the contrary the famine is regarded as a welcome ally in the struggle against the workers. A Helsingfors message states that a Bolshevik communique, referring to the dissolution of the Pan-Russian Relief Committee, charges it with having approached foreign Governments with the view of establishing the control and distribution of famine supplies. The communique adds: “If foreign Governments want to control Soviet Government action the latter will send them to the devil.”
