DISPUTE WITH HER NEIGHBORS. By Telegraph.—Press Assn.—Copyright. Received September 2, 1.20 a.m. Helsingfors, Sept. 1. The concentration of Soviet troops in the Petrograd district continues, and there are rumors of war with Finland shortly. Moscow has been disquietened by the receipt of strong Notes from Finland, Esthonia, Latvia and Poland regarding Soviet breaches of the peace treaties. Moscow is afraid of an attack, and is preparing to forestall action by attacking her neighbors.
