“OPPRESSIVE BY-LAW.” By Telegraph —Press Association. Gisborne. Last Night. A case of considerable importance to motorists was that of the borough of Gisborne versus Matthews, ex-chairmap of the Cook County Council, in which Matthews was charged with driving a private motor-car within the borough without holding a license to drive issued by the borough. In his decision Mr. Barton, S.M., said he was clearly of opinion that it was competent for the borough to legislate effectively for the protection of its citizens and the regulation of traffic by requiring all drivers within its streets to conform to the standard of competency. Mr. Barton held that the by-law in question, however, as drafted, was defective, oppressive and unreasonable, and he dismissed the information. MINERS’ DISPUTE. Auckland, August 25. The dispute between the coal miners and the owners in the Auckland province will.be heard by the Conciliation Commissioner, Mr. Harle Giles, on the 30th inst. BURGLARY AT WANGANUI. Wanganui, August 25. Last night a burglar entered the premises of the Vacuum Oil Co. by cutting a hole in an iron wall, and stole £3O in cash and sundry cheques from the cash box in the offices.
