Heart-rendng stories of Russian famine and disease continue to reach London, based on the stories of hordes of refugees flocking to the Russo-Polish frontier. Mr. Thompson wires alarming ac counts to the Daily Mail. A terrible catastrophe is inevitable. The LeninTrotsky regime is ending in general ruin. Russia has broken down and is faced with sheer anarchy. The transport system is paralysed and factories and mines arc closed. The Times’ Riga correspondent states that reports continue conflicting, but terrible news is arriving regarding the conditions in the Volga region. Great areas are empty and silent, the starving people (wandering hopelessly searching for grass. .Unburied dead are lying in heaps and unmentionable honors are rampant. RED GROSS SOCIETY’S ATTITUDE. London, August 21. Advices from Geneva state that M Ador, president of the joint council of the Red Cross societies, has issued a statement that the International Relief Committee would not undertake relief of Russia on less terms than those stipulated by Mr. Hoover. TROUBLE IN THE UKRAINE. Berlin, August 20. Advices from Lemberg state that 50,000 sufferers from starvation penetrated Olgajfcil, Ukaiaine. rioting and plundering the villages and colliding with the local peasantry. ARRANGEMENTS FOR RELIEF. London, August 21. The Riga correspondent of the Vossische Zeitung states that under the agreement between the Soviet and the American Relief Administration the army and the authorities arc excluded from the benefit of the relief, which is solely extended to invalids and children. The Soviet will pay for transport from the porta to the famine areas.
