WASHINGTON CONFERENCE.
.EQUALITY OF OPPORTUNITY. PACIFIC AFFAIRS COME FIRST. By Telegraph—Press Assn. —Copyright. Washington, August 19. It is now found that American officialdom agrees with Mr. Lloyd George that a settlement of Pacific affairs mtist precede disarmament. It is stated that a Pacific understanding rests entirely on the recognition of proper principles and policies, after which peace is regarded as a simple matter of international co-operation. The American Government’s idea of the principles or which the Understanding should be based is fair treatment for Siberia and China and equal commiercial opportunities for all nations. It is regarded as certain that America would not join the Anglo-Jap-anese Alliance at present, maintaining that under the above understanding the alliance, would not be necessary.
