Telegrams from Kattowitz state that German and Polish industrial leaders, and also a number of members of the Reichstag, representing all parties, and Skolny (successor to Korfanty as Polish Plebiscite Commissioner) decided to issue identical notes to the population of Upper Silesia, exhorting them to peaceful co-operation; ateo to form German-Polish committees to aid in the maintenance of order.—Reuter {Service. Paris, Auguust 18. M. Briand, interviewed, stated that those Who criticised the Supreme Council’s decision in referring the Silesian problem to the League of Nations forgot or ignored that if Britain, Italy and Japan expressed an opinion diametrically opposed to that of France it would mean the bankruptcy of the Supreme Council. Germany was only awaiting such a signal to occupy Upper Silesia, which she would do accordcording to the treaty. They had avoided much trouble by referring the question to the League of Nations; it would be dealt with more quickly than people
