SOLDIER UNEMPLOYMENT.

THE R.S.A. SCHEME. By Telegraph.—Press Association. Wellington, August 13. The Dominion Council of the Returned Soldiers’ Association recently set up a committee to consider the question of soldier unemployment. Proposals were formulated to create new capital out of the savings of the people, and to use this to carry on necessary public works,, particularly hydro-electric schemes. To this end it was suggested that measures be taken to increase the sale of post office investment certificates. The Government sent in its proposals to the Government, and has received the reply that it cannot see its way to adopt them. It is not considered possible to compete by means of post office certificates with the present high rates of interest, nor does the Government care about inviting investments which would result in an accumulation payable in one sum at a fixed period. It urges that the Post Office Savings Bank itself is the surest, safest and cheapest mode for the investment of public savings.
