Dr. Frodsham, Canon Residentiary of Gloucester, and formerly Bishop of North Queensland, preaching in Berlin on the rapid decline of the mark, attributed it to a genera! belief that the Reichsbank would be compelletl to buy exchanges at any price in order to meet the repo,ration obligations.
