Received July 31, 5.5 p.m. London, July 30. n is estimated that Russia owes Britain £508.000.000, apart from interest, and 3360,000.000 francs to France. The Bolshevik gold reserve is less than half the £80.000,000 required to meet Russia’s annual interest bill. If the Soviet sincerely desires to make a practical arrangement It will have to make farreaching concessions to provide adequate guarantees. — Cable Assn.
