PACIFY CONFERENCE.

The newspapers declare that Cabinet has decided co enter the Armament Conference and discuss aD questions save those affecting the sovereign rights of the participants. Count Uchida (Minister of Foreign Affairs) informed the Peers that Shantung and Yap were settled under the Peace Treaty, and naturally, therefore, they will not be discussed at the proposed conference.
The Opposition parties, claiming that a national emergencyy exists, have asked he Government to re-create the Cabinet long Coalition lines, but the Premier denies that there is any emergency.
Well informed authorities state that Japan’s acceptance of the Pacific conference invitation will be conditional upon no atiempt being made to re-open questions settled at the Versailles Conference, in- . eluding those relating to Shantung and ' Yap. The New York Times’ Washington correspondent says the Administration does not regard sympathetically the suggestion from London that the Armament Conference should be postponed till next spring in order to allow the Dominion Premiers to return home before going to Washington. It is felt the conference subjects are too important to admit delay.—Aus.-N.Z. Cable Assn. RUSSIA WANTS TO ATTEND. PROTEST FROM THE SOVIET. Received July 22, 8.15 p.m. London, July 21. M. Tchiteherin has communicated with the Powers protesting against the omission to invite the Soviet Govern ment to send delegates to the Washington Conference. He complains that although the rights of Russia as a Pacific Power are duly recognised, the Powers propose to wait until Russia finds herself under a normal Government before consulting her. Whatever decision is reached at the Washington Conference in the absence of Russian representatives will be regarded as null and void.—Aus.-N.Z. Cable Assn.
