The Air Council s scheme for 1921-22 includes the establishment of aerial squadrons in Melbourne and Sydney, a flying boat unit for Victoria, and a seaplane unit for New South Wales. GUNMEN CREATE TERROR. Received July 19, 9.35 p.m. Melbourne, July 19. After a break of two years there has been a repetition of cases of shooting, which caused a reign of terror in Fitzroy in 1919. A mob gathered in front of a house, at which they fired fourteen revolver shots. The police were quickly on the scene, but fbund only two men with revolvers in their hands. They were surrounded and arrested and charged with attempted murder. It is stated the other gunmen decamped on hearing news of Uhe approach of the police. There were no casualties.
