REPORT OF COMMITTEE. By Telegraph.— Press Assn.—Copyright. Washington, July 18. The Senate Investigation Committee has submitted a majority report, signed by three members, upholding Admiral Sims’ charges made last year that Mr. Daniels, Secretary for the Navy, did not aid the Navy Department efficiently to enter into co-operation with the Allied forces in the first months after the United States entered into the war. A minority report, signed by two members, denies Admiral Sims’ charges and upholds Mr. Daniels.
